There has been commentary making the news recently which indicates that only a quarter of rental properties throughout New Zealand pass their Healthy Homes Standards compliance inspections first time.

In Taranaki, Healthy Homes inspections undertaken by TelferYoung see less than 10% of all rental homes inspected meet the standards upon first inspection.

The perception is that landlords see to the insulation of the buildings but fail to recognise that there are six separate standards. These standards set minimum requirements for heating, insulation, ventilation, moisture, drainage and draught-stopping in rental properties.

The Government’s Healthy Homes Standards became law on July 1, 2019, and full compliance with the standards is being phased in over several years. As of July 1, 2021, all private rental properties must comply with the standards within 90 days of any new or renewed tenancy or they may face fines.

There is major concern that many rental properties are not up to standard as of July 1, 2021. The issue facing owners is not just noncompliance, but the ability to source materials and suitable tradespeople to undertake the work within the 90-day threshold.
